Abstract: In this paper, basic authority and competences of project managers which are necessary in order to manage efficiently a certain project, have been considered. Authorities can be different, depending on place and role of project manager. Competencies are in alignment with IPMA Competence Baseline and three groups of competence elements that are proposed and used throughout the project managers certification process.
